About Us

Our team consist of highly experienced financial, human resources and IT consultants dedicated to the assessment, evaluation, selection, project management and implementation of business and technology solutions including strategic planning, Enterprise Resource Planning, Financial Management, Human Resources, Utility Billing, Digital Transformation, Conservation Management, Asset Management, and Community Development systems. We are a privately held corporation that has been in business since 1999 providing services for local governments.

Focus on Government

The primary focus of our business is providing management and technology consulting services to local government agencies, including counties, cities and water districts. Furthermore, we understand the political environment in which cities must operate; therefore, we are sensitive to public scrutiny and are experienced at making presentations to elected officials.

Financial Strength

Our firm was established in May 1999. Since that time, we have worked hard to ensure steady improvements and enhancements to our services. In December of 2001, we became a corporation and have since moved our main office to Dana Point, California. Our staffing, capital, and organizational structure have developed based on our project needs. We foresee that the near future will bring growth to our company that will help us to expand our array of services and ensure our commitment to providing high quality solutions.

Business Practice

Schafer Consulting, its shareholders, employees, subcontractors and consultants have never been involved in any litigation, arbitration, mediation or other legal proceedings.  In addition, we have never defaulted on any contracts or experienced late project deliveries.

Continuing Education

Schafer Consulting is committed to remain current with the latest technology, financial systems software, ERP solutions and government trends. Our staff regularly attends classes and Webinars offered by various ERP/CRM/Community Development/HRIS vendors to ensure that we stay current with the latest functionality, provide the highest level of profession services and offer the most effective means to review, select, implement and manage IT projects. Furthermore, our consultants are certified in Change Management, which is an integral part of every project.

Agile Approach and Solutions

Our size allows us to provide a very agile and tailored solution to our clients as we do not have layers of overhead and bureaucracy which are often the cause of rigid and “cookie cutter” methodologies.

Extensive Toolkits

We have developed many tools and templates to facilitate the process of uncovering the needs and functional requirements of each ERP module. We can leverage these pre-existing toolkits, along with our proven methodology in order to assist the [client] with its ERP project.

Nancy Schafer

Nancy Schafer has been providing management consulting and business transformation services to the public sector since 1999, the year Schafer Consulting was established. Ms. Schafer began her career with Peat, Marwick, Mitchell & Co. where she gained her auditing experience by working in government, non-profit and service industries. Since forming her own company, Ms. Schafer has provided enterprise solution advisory services to over 100 clients, including cities, counties, transportation agencies, water districts and school districts. She leads a team of highly qualified professionals and works tirelessly to ensure that Schafer Consulting achieves the highest level of professionalism. Ms. Schafer has expanded the company service offerings to include Business Process Re-engineering, Change Management, Quality Assurance, Constituents Digital Engagement solutions and Social Media Strategic Planning.

Andrew Schafer

Mr. Schafer has more than 5 years of finance and technology experience since receiving his BA from the George Washington University in 2008. He is responsible for delivering software evaluation and selection services to our clients. He is also responsible for overseeing our system integration practice, collaborating with partners and developing training roadmaps for the rest of the Schafer Team. Previously, Mr. Schafer worked in the energy sector, where he specialized in commodities supply and trading, including analyzing utility rates and collaborated with public sector providers. He also headed a project where he was responsible for developing automated integration between the company bank and their financial systems.

Iris McGee

Ms. McGee has over 20 years of technology and financial management experience working exclusively in the public sector space, for over 60 different public clients. She has been working for SchaferConsulting since its inception and provides software selection and implementation services and project management. Currently, Ms. McGee is responsible for refining and implementing proven, sound methodologies and practices to create and manage high quality, best practice business processes. She continues to monitor and improve our services and deliveries.Most recently, Ms. McGee has been involved with creating a digital presence for public sector organizations and methods of interaction with their constituents.

Renee Young

Ms. Young has more than 25 years of experience in delivering to both private and public sector clients’ innovative solutions. She received her Bachelor of Arts degree in Business Administration from California State University at Fresno. She also has a Master of Business Administration from Pepperdine University and attended the Yale University, Strategic Leadership Program. She directs the Schafer Team in the areas of Change Management, Risk Management and Quality Assurance. She has excellent skills in relationship building, obtaining buy-in’s from opposing groups and making presentations to project sponsor and elected officials. Ms. Young is a PROSCI (ADKAR) certified change management (OCM) specialist.

Sharon Newman

Ms. Newman is the backbone of Schafer Consulting. She has been supporting the company for over nine years in various capacities. Our staff relies on her quick responses and critical communication efforts. Our clients can count on her personal knowledge of project events and progress.She is in charge of client liaison, proposal development, recruitment, risk management, and accounting. Ms. Newman keeps us in compliance with regulatory requirements and client contracts, allowing the rest of us to focus on our clients. Prior to joining Schafer Consulting, Ms. Newman worked for All State Insurance in Human Resource capacities and several event planning organizations.

Bob Lewis

Bob Lewis has more than 25 years of ERP and technical application experience working directly with the major tier 1 and tier 2 ERP solution providers. Mr. Lewis has held executive management positions since 1995. Since 2003, Mr. Lewis has focused his efforts specifically in Local Government. He has applied quality assurance activities to hundreds of ERP evaluation processes and uses these skills in the evaluation and selection process of the replacement of existing ERP solutions. In the last 11 years, Mr. Lewis has negotiated over two hundred ERP contracts in the Local Government marketplace. He brings the unique perspective of negotiating on behalf of the vendor, enabling him to be an effective negotiating agent on behalf of the client he serves.

Paul Seaton

Mr. Seaton has been continuously involved in technology and software implementation since 1998. He is responsible for project management and provides his subject matter expertise in the areas of financial management, utility billing, human resources and quality assurance. He also works with prospective clients to help them identify goals, drivers and critical business needs; designed best-fit solutions to solve their business problems and effectively communicate those solutions. Prior to joining Schafer Consulting, Mr. Seaton held several positions for a major ERP vendor, including Project Manager, Pre-sales Consultant, and Implementation Team Lead. Mr. Seaton has performed consulting services for more than 50 public sector organizations.

Heather Brown

Heather Brown has been working in the software implementation industry for over 18 years. Ms. Brown started her career working for an ERP implementation consulting firm, where she was responsible for the entire life cycle of the implementation. She has conducted management and end-user training and has performed business process reviews, an integral process in improving practices and efficiencies. Ms. Brown currently works for Schafer Consulting in the capacity of a Functional Consultant, providing various ERP/CIS/HCM consulting services, including software evaluation and selection, quality assurance, development of training materials, conducting training, development of test scripts, data mapping, deployment and other implementation support services.
